REPORT BY CHAIRMAN OF THIRD COUNTRY TRAINING PROGRAM, INTERNATIONAL TRAINING COURSE THIRD COUNTRY TRAINING PROGRAM ON QUALITY ASSURANCE OF POLIOMYELITIS AND MEASLES VACCINE.

First of all, allow me, on this occasion, to report to the President Director of Bio Farma concerning the preparation of the training course under Third Country Training Program which has been carried out in cooperation among the Japan International Cooperation Agency, Indonesian State Secretariat, Ministry of Health, Ministry of Foreign Affairs, and Bio Farma.

This Training Course had been successfully conducted since 1998, for a period of 5 year until 2002. The first 5 year period, the Training Course had been followed by 40 (fourthee) participants from 10 (ten) countries, namely China, India, Malaysia, Nepal, Pakistan, Philippines, Sri Lanka, Thailand, Turkey and Vietnam.

On 29 January 2004, Record of Discussions for second 5 year Training Course for period of 2003 until 2007 was signed by Mr. KATO Keiichi from Japan International Cooperation Agency (JICA) and Mr. Rizal Basri from Bureau for Technical Cooperation State Secretariat Republic of Indonesia.

The Government of Indonesia has been actively organizing Technical Cooperation among Developing Countries (TCDC) for other developing countries. The Government of Japan, also JICA, have stressed on supporting The Third Country Training Programme carried out by The Government of Indonesia, under the policy to promote South to South Cooperation.

For this training course the Indonesian State Secretariat sent invitations to eight countries namely, the Philippines, Pakistan, India, Iran, Sri Lanka, Vietnam, Uzbekistan, Zimbabwe and Indonesia as host country. In this respect, we can only accept 8 foreign from 11 applicants and 3 Indonesian participants for the course due to the space limit for the laboratory practices of the course.

We were very pleased by the number of applicants who applied with enthusiasm for this course. Most of the participants come from the National Regulatory Authority.

This training focus on the technical matters which is very important in supporting vaccine production, that is Quality Assurance and Quality Control of Poliomyelitis and Measles Vaccines and This course will be held for one month.

We have to aware that all vaccines purchased by UNICEF and supplied to developing countries meet the quality requirements laid down by WHO, who sets standard for high quality vaccine. Nearly half of the world's vaccines used in national immunization programs are produced in developing countries. These vaccines should meet the same high quality standard, which means that the vaccine is safe, potent, and effective, and is produced under conditions that ensure that each batch is of equally high quality.

For fiscal year 2006/2007, which will be commenced today, we accept 8 foreign and 3 Indonesian participants for the course. The names of the participants are :
