Bio Farma and MSD Expand Strategic Partnership to Strengthen Local Vaccine Manufacturing Capabilities

The technology transfer framework agreement for PCV15 and 9-valent HPV vaccines supports the development of national capabilities while expanding sustainable access to high-quality, innovative vaccines for Indonesians.

NEW YORK, United States, September 21, 2026 – PT Bio Farma (Persero) is strengthening Indonesia’s domestic vaccine manufacturing capabilities through an expanded strategic partnership with MSD, formalized in New York on September 21, 2026. The agreement will support the development of Indonesia’s local manufacturing capabilities for human papillomavirus (HPV) vaccines.

The agreement was signed in New York by Shadiq Akasya, President Director of PT Bio Farma (Persero), and Gregg Szabo, Senior Vice President, Global Vaccines & Infectious Diseases Franchise, MSD. The signing was witnessed by Budi Gunadi Sadikin, Minister of Health of the Republic of Indonesia; Pandu Sjahrir, Chief Investment Officer of Danantara Indonesia; and Dwisuryo Indroyono Soesilo, Ambassador of the Republic of Indonesia to the United States.

The agreement builds on the strategic collaboration between Bio Farma and MSD established in 2016 and marks a new phase of the partnership, with a focus on strengthening vaccine manufacturing capabilities and advancing long-term technology transfer.

The partnership supports the Indonesian Government’s Asta Cita agenda, the country’s eight national development priorities, which include strengthening economic self-reliance, advancing industrial downstreaming, and developing strategic sectors, including healthcare. Through this partnership, MSD and Bio Farma aim to strengthen Indonesia’s technological capabilities, support a more resilient national healthcare system, reduce reliance on imports, and enhance Indonesia’s long-term competitiveness.

Through technology transfer for a 15-valent pneumococcal conjugate vaccine (PCV15), intended to help protect against certain diseases caused by pneumococcal bacteria, and a nonavalent human papillomavirus (9vHPV) vaccine, intended to help prevent certain diseases associated with HPV infection, Bio Farma and MSD are also supporting Indonesia’s efforts to strengthen the prevention of vaccine-preventable diseases.

The partnership combines Bio Farma’s manufacturing experience and capabilities with MSD’s expertise in research, development, and life sciences technology. The collaboration is expected to expand local manufacturing capacity and contribute to sustainable access to high-quality vaccines in Indonesia. Both parties will continue to work together to implement the technology transfer in accordance with applicable Indonesian laws and regulations.
