Bio Farma Group Strengthens National Health Resilience through Global Collaboration on Influenza Antiviral Development

Bandung, September 30, 2026 – PT Bio Farma (Persero) continues to strengthen its role as the holding company of Indonesia’s state-owned pharmaceutical industry in building a self-reliant, innovative, and globally competitive national healthcare ecosystem. This commitment is further reinforced by the achievement of PT Kimia Farma (Persero) Tbk. (KAEF), a member of Bio Farma Group, in obtaining a sublicense from the Medicines Patent Pool (MPP) under the voluntary licensing agreement between MPP and Roche to develop and manufacture a generic version of baloxavir marboxil, an antiviral medicine used to treat influenza.
Kimia Farma is the only Indonesian pharmaceutical company selected among 11 manufacturers from nine countries participating in the program. In addition to Indonesia, manufacturers receiving sublicenses are from Brazil, China, India, Malaysia, Nigeria, Uganda, Ukraine, and Vietnam.
The initiative is part of a global effort to build geographically diversified pharmaceutical manufacturing capacity ahead of potential health emergencies. By strengthening regional and global manufacturing capacity, the approach aims to enhance supply chain resilience and preparedness for potential outbreaks and pandemics in the future.
For Bio Farma Group, Kimia Farma’s participation in the initiative represents not only an achievement for an individual entity but also part of a broader strategy to strengthen the national healthcare industry ecosystem through enhanced manufacturing, technology, regulatory capabilities, and connectivity with global health partners.
President Director of PT Bio Farma (Persero), Shadiq Akasya, said the trust placed in Kimia Farma marks an important milestone in strengthening Indonesia’s pharmaceutical industry capabilities while expanding its contribution to the global health ecosystem.
“Kimia Farma’s achievement in obtaining a sublicense for baloxavir marboxil from the Medicines Patent Pool under the MPP-Roche voluntary licensing framework represents a strategic milestone for Bio Farma Group. It demonstrates the growing capability of Indonesia’s pharmaceutical industry to participate in global health collaborations while strengthening Indonesia’s preparedness to address future health challenges,” said Shadiq.
According to Shadiq, strengthening health resilience requires not only the availability of products, but also the capacity of the national industry to develop technology, strengthen manufacturing capabilities, meet quality and regulatory requirements, and build increasingly resilient supply chains.
“As the holding company of Indonesia’s state-owned pharmaceutical industry and part of the Danantara Indonesia ecosystem, we aim to ensure that every effort to strengthen corporate capabilities delivers broader benefits. Developing the national healthcare industry must ultimately contribute to improving people’s quality of life through better access to healthcare solutions, strengthening the performance and competitiveness of strategic national industries, and building sustainable health resilience for future generations,” he added.
During the sublicense selection process, MPP assessed candidates based on several criteria, including technical and regulatory capabilities and their commitment to developing and manufacturing quality-assured baloxavir products.
Under the agreement, Kimia Farma will gain access to a technical data package, reference products for bioequivalence studies, and other technical support intended to facilitate product development and the regulatory approval process. This support provides an opportunity to strengthen domestic capabilities in developing strategic pharmaceutical products.
Commercial Director of PT Kimia Farma (Persero) Tbk., Hanadi Setiarto, said Kimia Farma’s participation in the global initiative is part of the company’s commitment to continuously develop its capabilities and enhance the competitiveness of Indonesia’s pharmaceutical industry.
“Kimia Farma’s participation in this sublicense agreement is a strategic step to strengthen the capabilities of Indonesia’s pharmaceutical industry while supporting the country’s preparedness to address various future health conditions. Through collaboration with global partners, we have the opportunity to strengthen our capabilities in product development, regulatory processes, and manufacturing, while contributing to national health resilience,” said Hanadi.
The local development of baloxavir marboxil in Indonesia is expected to help strengthen the diversification of strategic medicine supply chains, increase domestic production capacity, and gradually reduce dependence on overseas supplies. This effort will also strengthen the foundation of the national pharmaceutical industry to become more resilient in meeting future healthcare needs.
For Bio Farma Group, this opportunity strengthens the position of Indonesia’s pharmaceutical industry not only to meet domestic needs but also to become increasingly connected to global health supply chains. This is in line with Kimia Farma’s commitment to develop and supply generic baloxavir marboxil to markets covered by the license while complying with applicable regulatory requirements.
As part of the Danantara Indonesia ecosystem, Bio Farma Group continues to drive transformation that delivers tangible benefits for society and the national economy. In the context of healthcare industry development, strengthening manufacturing capabilities and developing strategic products are expected to support improvements in people’s quality of life through enhanced access and health resilience, while strengthening the performance and competitiveness of strategic national industries.
At the same time, building capabilities, strengthening domestic production, diversifying supply chains, and expanding international collaboration represent long-term investments in sustainable health resilience and intergenerational value creation. Through synergy among entities within Bio Farma Group, the company will continue to drive innovation and collaboration to strengthen Indonesia’s health resilience while increasing Indonesia’s contribution to the global health ecosystem.
