Bio Farma Prepares Production Expansion and Vaccine Technology Development

Jakarta, October 29, 2026 – PT Bio Farma (Persero) is preparing to expand its vaccine production capacity and strengthen its mastery of technology to support Indonesia’s health independence. The plans were presented at the Danantara Technology Innovation and Investment Forum (DTIIF) 2026, held on October 26–28, 2026, at the Fairmont Hotel, Jakarta.
During the forum, Bio Farma outlined its plans to construct new production facilities, downscale and commercialize research outcomes, leverage digital technology, and explore investment partnership opportunities. These developments aim to strengthen the company’s capability to fulfill domestic vaccine needs while enhancing competitiveness in the global market.
Under the theme "Investing in Tomorrow: Advancing Technology, Innovation, and Sustainable Growth," DTIIF 2026 brought together over 1,500 participants from industry, investment firms, research institutions, technology companies, and global strategic partners.
In a plenary session titled "From Laboratory to Industry: How Science Becomes Economic Capability," Bio Farma’s President Director, Shadiq Akasya, emphasized that developing the biotechnology industry requires close collaboration among governments, universities, research institutions, industry players, and international partners.
According to Shadiq, research achievements must be backed by technological readiness, manufacturing facilities, long-term financing, and market access to ensure that innovations can be produced sustainably and deliver benefits to society.
Currently, Bio Farma supplies 13 out of 14 types of vaccines used in Indonesia's National Immunization Program, delivering more than 120 million doses annually. Globally, Bio Farma has reached 153 countries, distributing a total of 86 billion vaccine doses since 2001.
To increase its manufacturing capabilities, Bio Farma is preparing the Bio Shield Nusantara project. During the DTIIF 2026 Investor Showcase session, Bio Farma’s Research and Development Director, Dicky Mahardhika Taryono, presented plans to construct a new facility outside Bandung. Designed to reach a capacity of up to 750 million doses, the facility is targeted to start commercial production between 2029 and 2031.
“For our expansion, we are looking to develop facilities outside of Bandung. Our current location in Bandung is quite dense as it is situated in the city center, which is why we are establishing new production sites,” said Dicky on Tuesday (Oct 27).
Bio Farma is also planning to revitalize its manufacturing facilities at the Bandung-Pasteur complex. Upgrades to Building 12 and Building 43 are targeted to add approximately 145 million doses in capacity, while Building 34 is expected to add around seven million doses.
By 2029, Bio Farma aims to fulfill over 90% of the vaccines required under the National Immunization Program and reduce reliance on strategic product imports by at least 50%.
To support these growth initiatives, Bio Farma is opening opportunities for investment collaboration with Danantara and other strategic partners. Scope of cooperation includes facility construction, manufacturing capacity expansion, and biotechnology development.
Beyond production capacity, Bio Farma introduced digital and innovative technologies to support research, distribution monitoring, and employee competency development. Among them is Medtrack, a digital real-time vaccine distribution tracking technology.
Medtrack enables real-time temperature monitoring during transit and early detection of potential distribution disruptions, thereby strengthening the cold chain system to maintain vaccine quality until delivery.
Additionally, Bio Farma introduced the integration of Artificial Intelligence (AI) in research and production, alongside Virtual Reality (VR) technology for HR skill development. Utilizing these technologies forms part of the company's commitment to optimizing operations across the entire vaccine development, production, and distribution chain.
During the "Deeptech for All: Innovation, Leadership and Inclusion" session, Bio Farma’s Operations Director, Iin Susanti, highlighted the critical importance of translating research outcomes into scalable, commercial healthcare products.
“Research is only the first step. However, research that cannot be scaled into a viable product will remain confined to the laboratory. Therefore, process engineering and commercialization are essential,” Iin stated.
She added that vaccine development involves a rigorous journey—from initial research, preclinical testing, and clinical trials to regulatory compliance. Accelerating commercialization requires tech support, long-term funding, manufacturing infrastructure, and a skilled workforce.
One notable outcome of Bio Farma's collaborative work and technological mastery is the development of the novel oral polio vaccine type 2 (nOPV2), which earned World Health Organization (WHO) prequalification in 2023.
Bio Farma continues to deepen its partnerships with WHO, UNICEF, the Bill & Melinda Gates Foundation, and the Coalition for Epidemic Preparedness Innovations (CEPI). The company has also established technology transfer and manufacturing agreements with partners in Senegal and Ghana to bolster local vaccine production capacity and global health resilience.
These partnerships advance product development while improving research, manufacturing, and technological capability—elements Bio Farma views as vital for elevating Indonesia's domestic biotech industry and broadening its contributions to global vaccine supply.
At the conclusion of DTIIF 2026, Bio Farma received the Biomedicine Innovation award for its rotavirus vaccine innovation: "Bio RV: The World’s First Neonatal Rotavirus Vaccine, from Scientific Innovation to National Vaccine Self-Reliance and Industry" during the Innovation Award ceremony on Wednesday (Oct 28).
Catur Gunawan, Team Leader for Rotavirus Vaccine Production, explained that the rotavirus vaccine was developed to help prevent diarrhea in infants.
“The primary advantage of this vaccine is that it provides early protection to newborn infants from birth, eliminating the need to wait until two months of age for immunization,” Catur explained.
Catur expressed appreciation to all supporting entities, including the Ministry of Health, the Indonesian Food and Drug Authority (BPOM), Murdoch Children's Research Institute (MCRI), Universitas Gadjah Mada (UGM), and the Bio-RV development team at Bio Farma.
Looking ahead, Bio Farma will continue expanding its vaccine portfolio, which includes HPV, rotavirus, typhoid conjugate, hexavalent, measles-rubella, dengue, and hepatitis B vaccines. The company is also mastering mRNA and recombinant technologies while exploring life sciences developments, including biosimilars and cell therapy.
Guided by the spirit of "Advancing Hope, Shaping the Future," Bio Farma continues to push the boundaries of vaccines and health technology to serve public health needs. Strengthening domestic research and production serves as the company's foundation to widen immunization coverage and drive Indonesia’s health self-reliance and resilience.
